FDP FCOI Clearinghouse vs. FDP Expanded Clearinghouse

The Federal Demonstration Partnership (FDP), of which Pitt is a member, maintains two distinct clearinghouses that serve different compliance functions.

FCOI Clearinghouse

  • The authoritative database for confirming a subrecipient's Financial Conflict of Interest compliance with Public Health Service (PHS)/National Institutes of Health (NIH) Financial Conflict of Interest (FCOI) regulations.
  • Free and open to all entity types, FDP member or not, providing the broadest coverage of the two databases.
  • This database should be consulted first to verify FCOI compliance prior to issuing a subaward. Refer to the Pitt COI website for the complete process.

Expanded Clearinghouse

  • Provides full institutional profiles for FDP member institutions.
  • Used to obtain additional compliance and entity information beyond FCOI, including F&A rates, fringe rates, audit status, assurances, authorized officials, and federal identifiers (UEI, CAGE, EIN, etc.).
  • Non-FDP entities may join but are charged an annual fee, so inclusion skews toward FDP members.
