The Office of Sponsored Programs (OSP) recently received a request from the National Institutes of Health (NIH) to submit Research Performance Progress Reports (RPPRs) earlier than the standard 45-60 days before the start of the next budget period.
The NIH states that submitting RPPRs earlier will “help avoid potential delays and ensure timely review of your RPPRs”.

Update from federal agencies for the week of 04/28/2025
- NIH announced a change (NOT-OD-25-102) in post-award reporting requirements for Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) award recipients that did not undergo foreign risk assessment at the time of their original application submission. - NIH released an updated policy on foreign subawards (NOT-OD-25-104). The policy states that NIH will not issue awards to domestic or foreign entities (new, renewal or non-competing continuation) that include a subaward to a foreign entity. NIH will not retroactively revise ongoing awards to remove foreign subawards at this time. View the notice here.
- NIH announced (NOT-OD-25-101) a new effective date of the 2024 NIH Public Access Policy (NOT-OD-25-047). The new effective date is July 1, 2025 (previously December 31, 2025). View the policy here.
- NIH released a notice (NOT-OD-25-098) reminding investigators of the requirement to disclose foreign activities and collaborations during the grant application process. View the notice here.
- Various federal funding agencies are updating their terms and conditions for awards and are sending notices to the Office of Sponsored Programs (OSP) and, in some cases, directly to the principal investigator (PI). If you receive such a notice, please forward it to OSP at osp@pitt.edu immediately for review. As with all funding awards, OSP will review the updated terms and conditions and collaborate with the Office of University Counsel to address any concerns.
