Required Federal Certifications

Federal funding agencies continue to implement new certification requirements under the CHIPS and Science Act of 2022 related to Malign Foreign Talent Recruitment Programs (MFTRP), Other Support disclosures, and completion of research security training.

All Covered Individuals (i.e. senior/key personnel) on federal proposals and awards must:

  • Read certification statements carefully before signing. Certifications are legally binding and time-stamped, including those in SciENcv forms. For example, do not certify that research security training is complete until it actually is. False certifications may result in civil or criminal liability.
  • Use the most current forms required by the agency. Biographical sketch and Current and Pending (Other) Support forms have been recently updated to include new certifications. Using an outdated version may delay or jeopardize your submission.
  • Ensure all disclosures are true, complete, and accurate before signing. SciENcv forms now require individuals to certify they are not party to a Malign Foreign Talent Recruitment Program and may also include certification of research security training completion within the past year.
