Updated OSP Consortium Statement of Intent Template Now Available

The Office of Sponsored Programs (OSP) has released an updated Consortium Statement of Intent template to support compliance with federal research security training requirements and restrictions related to malign foreign talent recruitment programs (MFTRP).

A signed Statement of Intent is required from each proposed subrecipient before submitting a proposal. Departments are encouraged to begin using the new template right away. Beginning April 1, 2026, the updated form will be mandatory for all federal subrecipients.

The revised Consortium Statement of Intent is available on the OSP Forms/Templates page.

For additional guidance, see the related Tip of the Week, “Do I need a Statement of Intent for each outgoing subaward listed in my proposal?”
