When do I need to route pre-proposal materials through the Office of Sponsored Programs?

Prior to submitting a full proposal, external sponsors may require the submission of pre-proposal materials, such as Letters of Intent (LOI), pre-applications, or white papers.  When determining whether the Office of Sponsored Programs needs to review and process the pre-proposal material, consider the following questions:

  • Is an institutional endorsement required?
  • Does a full detailed budget need to be included?
  • Does the sponsor require the University to agree to any specific terms and conditions as part of this submission?
