Do I need to route a Letter of Intent to OSP?

When a sponsor requests a Letter of Intent (LOI), pre-proposal, or similar document prior to the submission of a full proposal, an Office of Sponsored Programs (OSP) review may be required.

An LOI/pre-proposal should be routed to OSP via MyFunding if the sponsor is requesting any of the following items as part of the pre-proposal:

  • Institutional endorsement or signature
  • Full detailed budget
  • Agreement to specific terms and conditions as part of the submission

If the sponsor does not request any of the above items or is only requesting an estimated budget without detail, then OSP review of the LOI/pre-proposal is not required.

  • NIH announced that all new Notices of Funding Opportunity (NOFOs) that relate to animal model systems must now also support human-focused approaches such as clinical trials, real world data, or new approach methods. This announcement follows the 4/29/25 announcement of an NIH Initiative to Prioritize Human-based Research.
  • Beginning July 12, 2025, public abstracts and research performance progress reports submitted for Department of Energy Office of Science (SC) grants and laboratory awards will be available online through the SC Portfolio Analysis and Management System (PAMS).
