I want to ship materials to an outside entity. Do I need an MTA?

Outgoing Material Transfer Agreements (MTAs) are always required when sending out Pitt-owned (i.e. when a Pitt PI creates a material or another entity cannot claim ownership) materials.

Three circumstances to consider when Pitt does not own the materials are:  

  1. Pitt does not own the materials and received them without an MTA or other terms (like purchase order terms, other contracts like a subcontract, etc.). In this case, the Office of Sponsored Programs will provide a document permitting transfer of materials, often referred to as a Letter of Shipment.
  2. Pitt does not own the materials, and the new recipient has an MTA in place with the original owner allowing Pitt to make the transfer.  In this case, the Office of Sponsored Programs will provide a Letter of Shipment.
  3. Pitt does not own the materials, and the materials are not allowed to be transferred at all.  

In all of the above scenarios, a MyRA submission should be completed to allow the Office of Sponsored Programs to review the details and ensure appropriate agreements or acknowledgements are in place.
