Identify Potential Funding Opportunities

Some Federal Contracts are funded via "sole source" or "closed bidding" and are not announced to the general public. These types of opportunities require professional relationships. Other Federal Contracts are solicited as open proposals. Open funding opportunities can be found in similar manners to Federal Grants. Contract Opportunities on sam.gov is a good resource for finding Federal Contract opportunities. See Prepare Proposals for more information on the requirements for submitting Federal Contract proposals through the Office of Sponsored Programs. 

Securing funding for a Federal Contract bears some similarities and some striking differences from the traditional grants.gov route. While some contracting sponsors have developed formalized submission mechanisms, often utilizing standardized forms within the funding announcements, few have electronic systems to receive research project proposals.
