FC Proposal Review

In addition to the applicable elements of the Office of Sponsored Programs (OSP) review for assistance proposals , the Federal Contracts Services Team (FC Team) reviews the following aspects of any proposal that may result in federal contract or Other Transaction funding:

  • Adherence to solicitation instructions, University requirements, and federal guidance / regulations
  • Final business proposal (typically includes the budget and budget justification)
  • Draft technical proposal (typically the scope of work)
  • Information security requirements; OSP may recommend conferral with Pitt Digital to determine if compliance may require use of the University’s Network Operations Center(NOC), which could impose significant additional costs to the department (potentially six figures or more)
  • Representations and certifications; OSP typically completes representations and certifications with input from the PI, department administrator, and other offices as needed

All remaining aspects of the proposal submission, including budget calculations, will be the responsibility of the submitting area/department. Any revisions that may be required will also be the responsibility of the area/department. 

The FC Team deadline for proposal submission is five full business days before the sponsor’s deadline.

As a reminder, OSP does not typically reject Grants.gov applications originally submitted without errors unless there was a system problem with the transfer of the application from Grants.gov to the agency resulting in inaccurate or garbled images. Requests for resubmission of error-free applications must be submitted in writing to the Vice Chancellor for Sponsored Programs and Research Operations.

Please Note: If an external sponsor system submission is involved, 

  1. Alert OSP as soon as possible
  2. Ensure external submission is finalized when the MyFunding record is approved by the department
